I think you are being too cynical. Biden knows that income equality has become a real problem and needs to be addressed. The fact that the Republicans are beholden to the donor class and will not negotiate doesn’t mean that he isn’t serious that something needs to be done. He is not pandering to the progressives secretly wanting his proposal to be shot down. He is trying to find a reasonable compromise.
